Without reducing damage from tanks or increasing damage from AV weapons there is a possible solution to fix the tanks vs infantry balance. No change needs to be made to how hardners work or hope they function. Lastly no change needs to be made towards tank speed or agility.
I purpose the reduction of turret speed and turret rotation on tanks. Slowing down the tracking speed of the large turrets on tanks will reduce the effectiveness of tanks against small moving targets such as infantry running around. This should not cause any reduction in damage towards a stationary player or a slower player such as a heavy forge gunner, but assaults and scouts and logistics that have skilled into speed can out maneuver a turret and maintain survivability.
Those who stack armor plates will be slower and easier to track but those who skilled into speed will have a great advantage in surviving against slow tracking turrets. This idea comes directly from EVE with respect to small, medium, and large turrets tracking speed.
Tanks can still fight other tanks, destroy structures, camp spawn points and objectives, but infantry should be able to easily dodge tank fire or cross streets and avoid being hit to a greater degree to improve survivability.
I think most of you would agree to this as a good fix to a very big problem. Right now the tracking is too quick and too accurate to let any infantry any chance to even run or escape. And there is no fun in not even having a chance to run!

I rage off game mostly because I can't even get close to a tank to begin to fight it with grenades or REs, and at range I'm severely limited with the range cap on swarms. Leaving the only other option the forge gun... But that is limited to one suit only so it's not an option for me.
When I can't get close and I can't fight at range what other option do I have? Right now there is no other option. In 1.8 we are losing the close range option completely with the reduction of grenades. What is to come out in 1.9 and beyond? I have no idea. I do know that this small reduction in turret speed solved now problems than it causes and keeps the tank vs tank option as the intended engagement policy.

Tanks would be able to hit those Avs, Avs would be able to hit tanks and deal a good amount of damage.
This would take months to implement and would go into a category outside of the 4 racial suit roles. You would then have to balance it with every other suit in the game... Why introduce a new variable to solve a problem that can be solved much much... much simpler.
